The financier acquired a more modest island - Little St James - originally in 1998, but acquired the bigger adjacent island in 2016 for around $22.5 million.
The released images reveal he had formulated ambitious plans to build upon the substantial island by constructing residences, an performance venue, an underwater office and a swimming pool.
Visible on the blueprint is a local waterway, a waterway in the territory, marked on the bottom right.
The architectural drawing is marked up in handwritten red notes and contains a legend labelling various sections of the land.
Accompanying the main plan are what look to be nine other construction diagrams and architectural plans, such as designs for dock shelters.
